An Economic Experiment: Congestion in Common Pool Resources |
|
The objective of this panel is to give TPRC attendees the opportunity to become more familiar with the field of experimental economics and, in particular, demonstrate how experimental economics might be used to examine telecommunications policy issues. To that end, TPRC attendees are invited to participate in an economic experiment. We intend to examine whether participants will be able to coordinate their use of a resource – one that shares some characteristics of radio spectrum -- in an attempt to achieve the efficient use level of that resource. This will involve assigning, among other things, demands for the resource to TPRC attendees and a payoff related to the share of the resource they consume or occupy. Given the attendees’ likely lack of familiarity with economic experiments and the absence of any prior training for the experiment, we propose a very basic experiment regarding the potential problems with common pool resources (e.g., unlicensed spectrum, atmosphere, water, etc.). |

This interactive, pedagogical experience will provide participants sufficient background experience such that they begin to think about employing experimental economics in the examination of important public policy issues. We will analyze the resulting experimental data to test one or more hypotheses, including whether participating attendees were able to coordinate their use so as to achieve the efficient use of the resource. The experiment can serve as a prototype for follow-on experiments at TPRC in the future. We firmly believe that participating attendees will find the experiment enjoyable. |
