Panel: European Regulation
In 2003, the European Union put in place an ambitious new regulatory framework for the regulation of telecommunications. The enabling legislation envisioned a comprehensive review of the regulatory system in 2006 -- that review is now in full swing, and is expected to complete in the summer of 2006.

This panel will consider the current state of play in Europe, with particular emphasis on the following:
  1. The 2006 review
  2. The tensions between the need for innovation and investment, versus the need for competition.
  3. The migration of European operators to IP-based networks.
