| The communications industry has recently experienced a number of mergers in the wireline, wireless, and cable segments of the industry. This panel will consider how growing consolidation might affect competition, competition policy, policy toward future mergers, state and federal regulators, as well as possible revisions to the Telecommunications Act of 1996. |

| The past decade has seen significant public financial support in North America and elsewhere for a variety of programs aimed at the community use of information/communications technologies (ICTs) and particularly focused on closing the ‘digital divide’ by widening internet access. There are, however, clear signs that these programs have lost favor with legislators. This panel brings together six leading experts on the topic of ICTs and the community to discuss the track record of these programs, identify shortcomings, and explore future options. |
